Research Structures
NHS Leicester City (NHS LC) has formed a cluster with NHS Leicestershire County and Rutland (LLR Cluster). These two organisations are legally separate bodies which share some senior management and staff functions in the interests of greater quality, productivity and cost-effectiveness.
NHS Leicester City promotes high-quality health research which focuses on the needs of the city’s population and is relevant to our healthcare priorities.
One Healthy Leicester is the Commissioning and Investment Strategy for improving the quality of health and healthcare in Leicester up to 2014. It highlights the Trust’s goals towards achieving ‘excellence tomorrow’ in Chronic Obstructive Pulmonary Disease, Unscheduled Care, and Cardiovascular Disease.
NHS Leicester City hosts the Primary Care Research Network-East Midlands & South Yorkshire (PCRN-EMSY) The Network supports the delivery of high quality research. It has a focus on primary care, such as research involving general practices and their patients.
NHS LC (and NHS Leicestershire County and Rutland) have agreements with the Comprehensive Local Research Network for Leicestershire, Northamptonshire and Rutland (LNR CLRN) for the provision of Research Management and Governance services for portfolio and non-portfolio research.

Research Activity
- NHS Leicester City is influential in the field of research. It has supported and is involved in a number of national and local programmes, both portfolio and non-portfolio, that address major chronic illnesses, including cardiovascular disease, respiratory disease, stroke, and diabetes.

Next Steps
- The R&D team are working with University of Leicester Department of Health Sciences to develop more collaborative working and research projects. A number of ideas are being taken forward and worked up into NIHR grant applications.
- An extensive training programme has been put together to equip staff across Leicester, Leicestershire and Rutland with the skills to conduct research and evaluation. Further details can be seen in the programme flyer and booking form.
News
The 2010 NHS white paper ‘Equity and Excellence: Liberating the NHS’ paved the way for the end of the primary care trusts in April 2013, and the setting up of clinical commissioning groups (formerly GP Consortia). The Directorate of Public Health and Health Improvement in NHS LC will transfer to the local authority later in 2011, with implications for the management of primary care research in the PCT. The R&D function for the Trust is based in Public Health and so discussions are underway to determine whether the R&D function will move with Public Health to Leicester City Council or will sit with the PCT’s successor organisation, or elsewhere. The location of R&D also has implications for the receipt of future funding from the National Institute for Health Research and external funding for NHS based posts.
